Meet CSM Cloutier 

Hello, I’m excited to be a part of the MI-VDF and the 2nd BN.  I also look forward to training and working with the battalion and serving the enlisted corps in maintain in high degree of morale, welfare, and readiness.  As your CSM/Senior Enlisted advisor to LTC Morton, I am charged with providing input to him concerning your morale, wellbeing, training, promotion, and a myriad of other issues to ensure an effective emergency response cadre.  Please feel free to contact me via email at csm2bnmivdf@gmail.com with suggestions, comments, and concerns.  Your inputs will enable me to consolidate your issues and formulate suggestions to the “boss” to increase effectiveness, recruitment, retention, training, promotion, and application of your technical, professional, and leadership skills and expertise.


A couple or special projects I will be exploring are Enlisted Leadership Seminars/VTC and Enlisted Recognition Program identifying and highlighting exceptional performance by individuals and teams. Your inputs for criteria, frequency, and symbolic award to make to program of value to the enlisted corps is most welcome.

My quick bio:  I am a native of Detroit and enlisted in the U.S. Air Force serving 27 years of active duty in in the transportation and logistics MOS.  My career led me to be stationed overseas for 15 years in Okinawa, Germany, and Panama as well as assignment to the Inspector General and performing  a the Sr. Logistics NCO/Career Field Manager at the 22nd/15th Numbered Air Force (Division Level). My service decorations include the Bronze Star, five Meritorious Service Medals, Air Force Commendation Medal and Kuwait Liberation Medal and four Humanitarian Service. I retired from active duty in 2001 in the grade of E9, Chief Master Sergeant.

Following my service in the Air Force, I serve as the Deputy Program Manager for the United Nations mission the Democratic Republic of the Congo (Belgian Congo/Zaire) overseeing and directing Emergency Crash and Rescue (ECR), Air Traffic Control (ATC), Meteorology, and Air Terminal Operations (ATO) at seven airfields. After completing 19 month tour, I assumed the position of a project manager supporting logistics operations supporting the Defense Intelligence Agency, National Geo-Spatial Intelligence Agency, Department of Justice, and CIA in Qatar, Kuwait, Iraq, and Afghanistan and rose to the position of Director of Field Operations.  After returning home, I joined the MI-VDF and currently work in logistics management for FedEx Ground/Smart Post on a part-time basis.

My education includes a BS in the Management of Technical Operation and Safety (Embry-Riddle Aeronautical University) and graduate certificates from Villanova U in six sigma disciplines.

I married Angela Martin of Orange TX in 1977 and we have two adult daughters and five grandchildren.  Angela and I have started a quest of visiting all 129 (only 122 to go) light houses in Michigan within the next 2-3 years.
